Attack enemy ships without a war
You can attack enemy ships without war, only by using 'Privateers' all you do is attack the ship you want to and you won't have a war, you'll just be able to beat there ships before they attack you. The reason why there is no war is that 'Privateers' are Pirate Ships, which don't have you flag on them, so the enemy won't know who's attacking them!
